Caretaker Authorization Affidavit Opt-Out Notice

California’s Assembly Bill 495 took effect on January 1, 2026. This law expands who may act as a child’s temporary caregiver and who can present a caregiver’s authorization affidavit to schools and medical providers, without direct parental consent.  

Many parents and families are now seeking ways to formally assert their parental rights and clarify their expectations with their children’s schools.
